Ooh, great theme! I'd like to recommend "Freedom and Necessity" by Stephen Brust and Emma Bull (epistolary conspiracy stuff with lots of stuff about the Corn Laws and working class politics and stuff) and ummmm can't remember his name but there's a great author of YA historical fiction who wrote a lot of stuff of this period. It'll come to me.
